As Vice President of Culture and Operations, Rhonda M. Carter oversees Human Resources, Learning and Evaluation, Operations, and Communications. She is charged with developing and implementing strategies to align the Foundation’s internal functions and ensuring these strategies are consistent with its public-facing programmatic work in partnership with the Vice President of Programs and grounded in the Foundation’s mission to amplify the voices and power of poor families across the nation
Before joining Marguerite Casey Foundation Rhonda was Chief of Staff at Sound Transit in Seattle, where she was an advisor to the CEO, and oversaw the Office of the CEO, as well as cross-functional programs focused on strategy, culture, equity, and inclusion.
Rhonda has over 15 years of experience in complex public sector environments, tackling issues at the intersection of policy, process, and people management. From 2009 to 2012, she was an aide in the Office of the White House Counsel, where she worked on judicial nominations, including the nomination of Supreme Court Justice Sonia Sotomayor. From 2012 to 2015, Rhonda was the White House Liaison at the U.S. Department of Energy, and from 2015 to 2016 she was Deputy Chief of Staff at the U.S. Department of Transportation.
Prior to her federal service, Rhonda worked at the Center for American Progress, a think tank in Washington, D.C., and in higher education.
She is a graduate of Claremont McKenna College and resides in South Seattle with her husband and their two daughters.
